Necesidad e instrumentación de las variables económicas necesarias para realizar un Informe de Sostenibilidad Económica (ISE). El caso de la ciudad de Cartagena

Abstract

[ESP] El objetivo del Trabajo Fin de Grado (TFG) es conseguir la tipología de variables económicas necesarias para realizar un Informe de Sostenibilidad Económica (ISE). El trabajo se enmarca dentro de la economía urbana y pretende, por un lado, enfocar adecuadamente la necesidad de los ISE, mediante el cotejo del marco legal establecido (Real Decreto Legislativo 7/2015, de 30 de octubre, por el que se aprueba el texto refundido de la Ley del Suelo y Rehabilitación Urbana); y por otro parte, definir las variables económicas y las ratios económicas necesarias para construir el ISE. El estudio de los conceptos presupuestarios mediante las nociones esgrimidas en la disciplina Hacienda Pública, así como la legislación aplicable, permitirán asentar los conocimientos necesarios sobre las diferentes partidas de ingresos y gastos de las cuentas públicas de las Administraciones Públicas (AA.PP.). Finalmente, el TFG pretende enmarcar el análisis anterior en un caso de estudio como es la ciudad de Cartagena. Para ello se trabajará la información estadística económica relevante del municipio y del Ayuntamiento de Cartagena. [ENG]The objective of the Final Degree Project (FDP) is to achieve the typology of economic variables necessary to produce an Economic Sustainability Report (ESR). The work is framed within the urban economy and intends, on the one hand, to adequately focus the need of the ESRs, through the comparison of the established legal framework (Royal Legislative Decree 7/2015, of October 30, which approves the revisedtext of the Land and Urban RehabilitationLaw); and on the other hand, define the economic variables and the economic ratios necessary to build the ESR. The study of the budgetary concepts through the notions used in the Public Finance discipline, as well as the applicable legislation, will allow to establish the necessary knowledge on the different income and expenditure items of the public accounts of the Public Administrations (P.AA.). Finally, the FDP intends to frame the previousanalysis in a case study such as the city of Cartagena. For this, the relevant economic statistical information of the municipality and the City Council of Cartagena will be worked on.
