El objetivo del presente trabajo es conocer en profundidad las causas y consecuencias del incumplimiento  por  parte  de  España  del  Pacto  de  Estabilidad  y  Crecimiento  (PEC),  el cual impone a todos los Estados Miembros de la Unión Europea (UE) un tope máximo del 3% de déficit. En el caso de España, desde el inicio de la crisis en el año 2008, está incumpliendo  este  tope,  motivo  por  el  cual  se  implantó  el  Procedimiento  de  Déficit Excesivo  (PDE)  para  cumplir  las recomendaciones  y  exigencias  delos  organismos europeos.  Para  poder  comprender  los  motivos  que  nos  han  llevado  a  esta  situación  de déficit, hemos hecho un análisis en profundidad de las principales variables, así como de los principales tratados y normas que han puesto en funcionamientola UE para revertir esta  situación.  Con  las  políticas  adoptadas  en  los  últimos  años  hemos  conseguido  un crecimiento económico por encima del 3% y hemos reducido el déficit público al 4.33%, 
todavía lejos del tope del 3% pactado.

The objective of this work is to know in depth the causes and consequences of Spain’s failure to comply the Stability and Growth Pact, which imposes on all member states of the European Union a maximum limit of 3% of deficit. Since the beginning of the crisis in 2008, Spain is failing this upper limit, which is why it was implemented the Excessive Deficit Procedure, to accomplish the recommendations and requirements of the European organism.  To  understand  the  reasons  that  have  led  us  to  this  deficit  situation,  we  have done a deep analysis of the main variables, as well as the main agreements
and standards that have been put in place by the EU to reverse this situation. With the politics adopted in the last years we have achieved an economic growth above 3% and we have reduced the public deficit to 4.33%, still far from the maximum of 3% agreed.
