Un modelo para evaluar la eficiencia en el logro de sus fines. %D 2014 %U http://hdl.handle.net/10317/4998 %X [SPA] El papel del sector fundacional español, en términos de organizaciones sin fines de lucro, es canalizar los esfuerzos privados en beneficio de interés general, donde el objetivo principal no es obtener la rentabilidad, como en el caso de las empresas comerciales, pero para lograr generales objetivos de interés. Por lo tanto, se presenta como una fórmula ideal para llevar a cabo el emprendimiento social, especialmente en el actual momento de crisis global, donde se llega a cuestionar el funcionamiento y la capacidad del Estado de Bienestar como lo conocemos. El sector de las fundaciones españolas representa, desde el punto de vista, una parte muy importante de la economía del sector social cuantitativa y cualitativa. Su creciente importancia se refleja en el número de organizaciones existentes, el empleo que generan, las necesidades sociales que cubren y el número de beneficiarios a las que sirven. Por esta razón, el conocimiento y el desarrollo de esta figura en un nivel jurídico, económico, financiero, social, descriptiva y empírica, en su conjunto, es una necesidad de entenderse en un marco de mediano y largo plazo. Fundaciones normalmente obtienen recursos y financiación a través de subvenciones o donaciones y legados de fuentes privadas de gobierno. Por lo tanto, los donantes y la demanda general del público cada vez más la transparencia de la información económica y financiera, y más mecanismos de control de fundaciones como la de todas las otras organizaciones sin fines de lucro, a fin de garantizar el uso adecuado de los recursos que la directa o indirectamente dar a ellos. De esta manera, la evidente necesidad de evaluar su actividad con el objetivo de mejorar su rendimiento y de asegurar a sus fundadores, una ejecución adecuada de los recursos surge. En este sentido, es precisamente desde el campo de la contabilidad de donde tienen que responder a la necesidad de proporcionar información económica y financiera de estas organizaciones de funcionamiento y las actividades de una manera adaptada a sus objetivos y para la sociedad y los grupos de interés demandas. Sin embargo, no ha sido una tarea fácil a lo largo de su historia, debido a que varias reformas contables han tenido que producirse hasta una configuración de modelo de contabilidad adecuados a la realidad económica de este tipo de organizaciones se ha alcanzado. Sin embargo, esta información no es suficiente si el objetivo es descubrir el alcance de su actuación en la gestión de recursos para el cumplimiento de sus fines de interés general, en cuyo caso hay que recurrir a otras herramientas para complementar esa información. La razón de esta Tesis es, dada la importancia que creemos que el sector de la fundación tiene en España, para realizar una-económico-financiera legal estudio, para mostrar sus principales escalas y su importancia como generador de empleo, que culminó en un estudio para evaluar el rendimiento de 260 cuidado, la educación y las fundaciones culturales mediante la aplicación de una técnica no paramétrica saber Análisis Envolvente de Datos (DEA). Esta técnica, desarrollado por Charnes et. al., (1978), se puede determinar la frontera de eficiencia de las "mejores prácticas" de las unidades evaluadas mediante un modelo de optimización matemática, y también nos permite estudiar el cambio de la productividad mediante el Índice de Productividad Malmquist total de los factores en base a la metodología DEA ( Färe et al., 1994). El estudio se complementa con un análisis de la eficiencia del programa y un análisis de la DEA en dos etapas usando un modelo de regresión logística para evaluar la posible asociación de covariables relevantes en la fundación del sector (sin fines de lucro), a saber (Charnes et al., 1981): el tamaño, la liquidez , la deuda, la antigüedad, los voluntarios, los excedentes, dotaciones y tamaño de la estructura de gobierno. Esto nos permite comparar con el desempeño de estas organizaciones como previamente calculado. Bajo esta motivación y estímulo para profundizar en el estudio del sector de las fundaciones en España, en esta tesis se propone una serie de objetivos básicos que se alcanzan a lo largo de los siete capítulos en los que se estructura el estudio: el primer capítulo comienza con el objetivo de acercarse la conceptualización del Tercer Sector y el papel que las fundaciones tienen en este ámbito; el segundo capítulo persigue hacer un estudio de este tipo de organizaciones desde una perspectiva jurídica; el tercero tiene como objetivo desarrollar y analizar las necesidades de información económica y financiera de las fundaciones; en el cuarto capítulo el objetivo es analizar las actividades económicas de las fundaciones a través del cual se logran los fines de interés general de la organización; en el quinto se analizan los conceptos de eficiencia y productividad y la metodología en uso se justifica y desarrollado; el sexto capítulo se analizan los resultados del modelo de eficiencia y, por último, el capítulo séptimo summerises las conclusiones más importantes de la investigación. [ENG] The role of the Spanish foundation sector, in terms of non-profit organisations, is to channel private efforts for the benefit of general interest, where the main goal is not to obtain profitability, as in the case of trading companies, but to achieve general interest objectives. It is therefore presented as an ideal formula to accomplish social entrepreneurship, especially in the current global crisis moment, where we get to question the functioning and capacity of the Welfare State as we know it. The Spanish foundation sector represents, from a quantitative and qualitative point of view, a very important part of the Social Economy Sector. Its increasing importance is reflected by the number of organisations existing, the employment they generate, the social needs they cover and the number of beneficiaries they serve. For this reason, the knowledge and development of this figure at a legal, economic, financial, social, descriptive and empirical level, as a whole, is a need to be understood within a framework of medium and long term. Foundations typically obtain resources and funding through government grants or donations and bequests from private sources. Therefore, donors and the general public demand more and more transparency of economic and financial information, and more control mechanisms from foundations as from all other non-profit organisations, so as to ensure the proper use of the resources that the directly or indirectly give to them. In this way, the obvious need to evaluate their activity with the aim of improving their performance and of ensuring its funders an adequate implementation of resources arises. In this sense, it is precisely from the accounting field from where they have to respond to the need to provide economic and financial information on these organisations’ operation and activities in a manner adapted to their goals and to the society and stakeholders’ demands. However, it has not been an easy task throughout their history, because several accounting reforms have had to occur until an accounting model configuration suitable to the economic reality of such organisations has been reached. However, such information is not sufficient if the aim is to discover the extent of their performance in managing resources for the fulfillment of their general interest purposes, in which case we must resort to other tools to complement that information. The reason for this Thesis is, given the importance that we believe the foundation sector has in Spain, to perform a legal-economic-financial study, to show their main scales and their importance as a generator of employment, culminating in a study to evaluate the performance of 260 care, educational and cultural foundations by applying a non-parametric technique namely Data Envelopment Analysis (DEA). This technique, developed by Charnes et. al., (1978), can determine the efficiency frontier of "best practices" of the evaluated units using a mathematical optimization model, and it also allows us to study the productivity change using the Total Factor Productivity Malmquist Index based on the DEA methodology (Färe et al., 1994). The study is complemented by a programme efficiency analysis (Charnes et al., 1981) and a two-stage DEA analysis using a logit regression model to evaluate the possible association of relevant covariates in the foundation (nonprofit) sector, namely: size, liquidity, debt, antiquity, volunteers, surplus, endowments and size of governing structure. This enables us to compare with the performance of these organisations as previously calculated. Under this motivation and encouragement to deepen in the study of the foundation sector in Spain, in this Thesis we propose a set of basic objectives which are reached along the seven chapters in which the study is structured: the first chapter begins with the aim of approaching the conceptualization of the Third Sector and the role that foundations hold in this area; the second chapter pursues to make a study of such organisations from a legal perspective; the third one aims to develop and analyse the needs of economic and financial information of foundations; in the fourth chapter the goal is to analyse the economic activities of the foundations through which the general interest purposes of the organisation are achieved; in the fifth one the concepts of efficiency and productivity are analysed and the methodology in use is justified and developed; the sixth chapter analyses the results of the model of efficiency, and finally, the seventh chapter summerises the most important conclusions of the investigation. %K Modelo económico %K Contabilidad %K Sistema económico %K Accounting %K Economic models %K Economic systems %K Empresa sin ánimo de lucro %K Nonprofit organizations %~ GOEDOC, SUB GOETTINGEN
